Micheal Davis
Founder & Chairman of Board
Micheal E. P. Davis is the Founder and Chairman of the Board of Eastside-Central Coalition and serves as President/CEO of Davis-Paige Management Systems LLC, a minority and service-disabled veteran-owned company that provides preparedness, security, and risk management services. He has managed teams responsible for systems development addressing counterterrorism and nuclear, chemical, biological, and radiological threats both in the United States and internationally.
Previously, Mr. Davis was Vice President for Protective Systems at Domnick Hunter North America and served 28 years in the U.S. Army, retiring as Lieutenant Colonel.
He has managed large budgets and teams within the Department of Defense and Army, specializing in acquisition management, security risk assessment, crisis planning, procurement, and CBN/conventional terrorism training.
Mr. Davis has also held leadership roles in community organizations, including the Member of the Board of Directors Northern Virginia Urban League, Co-Founder and Chairman of the Board Global Business Network Association, Member of the Board of Directors Morgan State University Entrepreneurial Development & Assistance Center (EDAC) and Co-Founder and Managing Member of Kappa Psi LLC. Their goal was to “foster economic development and to create sustainable prosperity for the benefit of American society.”

Gregg D. Davis
Vice-Chair
Gregory Dwayne Davis is a native of Beckley, West Virginia and has lived in El Paso, Texas since 1983. He holds a Bachelor of Science Degree in Business Management and a minor in Economics from Saint Augustine’s University in Raleigh, North Carolina and a Masters of Business Administration Degree from the University of Phoenix in Santa Teresa, New Mexico. He is a United States Army Officer veteran with 13 years of Active Duty and Reserve service.
He has served on the McCall Neighborhood Center’s Board of Directors for a number of years, currently presiding as the President. In addition to the McCall Neighborhood Center, he currently serves on the Board of Directors of the Islamic Center of El Paso (ICEP) as Vice President/Financial Secretary, as well as, currently serving as the Secretary of the El Paso Branch of National Association of the Advancement of Colored People (NAACP) and a Past President.
He was initiated into Kappa Alpha Psi Fraternity, Incorporated on 18 April 1981 (Gamma Omicron Chapter, Middle Eastern Province). He possesses a Grand Chapter Life Membership (1991) and a Southwestern Province Life Membership (2007). A member of the El Paso/Las Cruces Alumni Chapter of Kappa Alpha Psi Fraternity, Inc. since 1984, he has served as Polemarch, Vice-Polemarch, Keeper of Exchequer, and Director of Guide Right. He currently serves on the Board of Directors of the Chapter and the Foundation.
He is currently employed as a Senior Mortgage Loan Officer with over 29 years of experience. He has been involved in the El Paso Mortgage Bankers Association since 2002. He has served as President from 2004-2005 and was recognized as Mortgage Banker of the Year in 2005. He became an Honorary Life Member in 2010.

Vicki Hamilton
Vicki Hamilton is a Texas native is a native who was born in Houston into an Air Force family and grew up throughout the United States and North Africa. She continued moving with her husband, an Army officer, until happily settled in El Paso in 1994.
She received a professional Bachelor of Architecture degree from the University of Texas at Austin and received a Master of Architecture from Virginia Tech. She is a Texas Registered Architect and Interior Designer Emeritous.
She worked as an architect in private practice in North Carolina, Iowa, Indiana, and Georgia in practices that pioneered adaptive reuse of historic buildings and accessibility for persons with disabilities.
She began work in in federal service in Germany where she managed major construction planning, maintenance and repair and local training area management followed by positions at Army Installations in the US where she also managed base closure planning and execution and environmental projects. She also established multiple cultural resources management and compliance programs and served on multiple DoD and Major Army Command advisory groups.
She came to El Paso as Fort Bliss’ first Historic Architect, subsequently serving as the Conservation Branch Chief and Environmental Division Chief. The Division was responsible for insuring integration of management of all resources and programs to reduce negative impacts on the soldiers and training missions of Fort Bliss and integration many diverse programs ranging from air and water quality, solid and hazardous waste, storage tanks, stormwater, wastewater and recycling to archeology, historic properties, wildlife biology, endangered species, botany, public participation and Native American consultation.
Since retiring in 2016, she has participated in environmental and historic preservation organizations including serving on the City of El Paso Landmark Commission. In addition, she is active in a number of faith-based organizations including board memberships in Borderland Hospitality House and the Western Hills Academy School Board where she is currently chairperson.

William O. Morgan
Bill Morgan served over 30 years in the U.S. Army, culminating as Command Sergeant Major of the Space and Missile Defense Command. After retiring in 1997, he spent 15 years with Computer Science Corporation supporting the Joint Chiefs of Staff, advising senior military leadership, managing requirements, and co-authoring key defense documents. He then joined Raytheon Integrated Defense Systems as Business Development Manager, where he shaped strategy, identified growth opportunities, and managed pursuits for air defense programs. Bill later served as Project Manager and Liaison for Saudi Arabian Patriot Programs, overseeing technical training, system upgrades, and budget execution, earning Level II EVMS certification.
He holds an MA in Management from Webster University, a BS in Business Administration and AA in Supervisory Leadership from Hawaii Pacific College, and a Certification in Information Systems from USC. Bill has completed extensive professional education, including Six Sigma and leadership programs. He is active in Alpha Phi Alpha Fraternity, the National Association of Buffalo Soldiers and Troopers Motorcycle Club, and serves on the Eastside Central Coalition’s Board of Directors in El Paso, TX.

Nora Rose
Nora Rose was born and raised in Oakland, CA and has called El Paso home since 2017. She holds a Bachelor of Arts in English from Barnard College at Columbia University as well as a Masters of Education from the University of Virginia. She currently works at the El Paso Museum of History, where she oversees outreach and education initiatives as well as community-based events such as the City of El Paso’s Lunar New Year celebration. An avid nature and animal lover, Nora also serves on the Board of Directors for both Frontera Land Alliance (conservation) and Rescue Runners (shelter animals).
